How to unlock the The Best of the Worst achievement in The Lamplighters League - Definitive Guide

This will be more informative/personal experience versus an actual guide. But I saved this achievement for last, mainly because the other achievements can be a distraction (e.g. sacrificing a member mission for a heist/breakpoint mission/upgrade items).

I played fully through 3-4x and realized that I could never get more than 6-7 members during the active storyline. However, I did notice that once the tower mission (point of no return) was active, member missions started to populate once more. My recommendation for those attempting this:

1. Create a Custom Game
2. Skip Tutorial and Choose Characters that you are comfortable with (One of each typing helps)
3. Lower the threat clock difficulty/combat difficulty/phenomena setting to the lowest for ease in time management.
4. While playing, there will be times where you are stuck trying to discover locations or nothing will be available and can't do much for this achievement. During the down times, I focused on the following:

- Progressing the Story. Depending on your skill level, I skipped the Heist Prep Missions and went straight to the Heist. There was plenty of time to do one or two of you are struggling.
- Reducing a factions Doomsday Clock who was about to reach a breakpoint
- Saved my Breakpoint Missions for the last possible chance I could get before the faction made it to the next breakpoint. For example, Strum and Marteau have more Breakpoints that are closer together versus Nicastro. This means, once you discovered Nicastros Breakpoint mission, you can let Nicastro be for a bit before having to send them back a lot of points.
- If All factions are equal in footing and none are about to hit a breakpoint, I focused on doing a mission that would either grant me an Intel item OR that will greatly effect any faction (this is annotated by the anticipated change color turning brownish versus less white).

5. Don't forget to search for Intel within missions as well as sending extra members to missions with Intel as an award. Always do the optional objective if it awards Intel. You will need a total of 28 pieces of Intel to get the game to generate the "point of no return".

- 10x for member discovery missions
- 6x for Keystone Location Discovery Missions
- 6x for Breakpoint Discovery Mission
- 6x for Heist Location Missions

I think that is everything that I kept in mind. This is also RNG based so best of luck on getting the members for those attempting this. It took me anywhere between 32-36 weeks before all the missions populated and that's getting lucky with Intel items.

If you have trouble getting your one or two last agents and experience many weeks without any of those random solo missions to unlock recruiting missions popping up, then there is a specific reason for it: You have already unlocked another special mission that uses a standard regional map in the region where that last agent's mission is supposed to appear. This prevents the recruit search from appearing until that other special mission is done. Unlockable special missions that use standard maps include the three keystone missions, the three optional missions to destroy crossroads nodes and the optional preparation missions for the heists.

I don't know whether agents always appear in the same region or whether it is randomized for every new game, but apparently they all do appear in a specific region and the solo mission to unlock the recruitment mission won't pop up as long as that spot on the map is already "occupied". I discovered this during a regular adventure game when I had 9 agents and didn't get new agent missions for more than ten weeks, but after I cleared a keystone mission in egypt that had been sitting there for the whole time, because I was busy doing the heists first and doing missions for pushing back enemy progress in between, the intel mission to scout for the last agent immediately popped up in egypt.

In conclusion, to get your recruiting done faster, don't unlock too many of the special story missions in the early game at once. As long as you still have two or three unfinished special missions on the map, don't do more spyglass solo missions, send your solo agents gather resources instead (and of course recruiting intel if available) and leave them at home if only spyglass missions are available in one week.

I personally don't recommend creating a custom difficulty game for getting this achievement, it can be done on adventure difficulty, no need to have a third lengthy playthrough.

I was in 62 weeks, but I just have 8 members.

Oh wow...did you push the campaign? Was it no luck on member missions? I'm curious why you are still at 8 at 62.

awesome that you've been able to manage the clocks for so long as well...it was tight for me at 33-34.

I dont know why. I have push the campaign, the tower mission (point of no return) had been active, and I never see the member missions.

Once the tower mission (point of no return) was active, member missions started to populate 3-4 times? or one time? Thanks

It may be the RNG playing in to play. I did all the heist missions, breakpoint missions, and had the Point of No Return active. I also continued to send members to every side mission as possible.

For me it was one member mission, then a week of nothing, one member mission, then 2 weeks of nothing, then the last two populated on week 33 I think.

I've done 2 extra playthroughs just trying to get all 10 characters and I always get 9. Haven't seen the sniper 1 time. I don't know if it's bugged or what.

I had 9 and got the 10th too show up on the map just about to get them and the game crashed and my save got deleted.
I'm taking a step back until it gets a few more patches i'll come back for my 1000 then. Great game but far to many glitches for me. My game crashed at the end of every mission and it was just a roll of the dice of my save before the end of that mission actually worked.

The last update for me made it impossible to save and then deleated all the saves i had previously.

@Fingers87

So they did just recently apply a hotfix.
https://forum.paradoxplaza.com/forum/threads/hot-fix-1-1-5-0...

Basically, to prevent saves from being deleted, they recommend only having a MAX of 4 campaign saves. I deleted all but one from my initial campaign and didn't experience any problem.

I only had the mission for the point of no return left and did other missions to get the last agent to spawn. Never had any luck on my easy playthrough. Loaded my hard save where I had 5 agents and missions to recruit 4 more still up as well as the point of no return. As soon as I recruited 9 agents the last one showed up only one normal mission after.

I suspect that 10 agents might only show on a hard playthrough.

I'm on week 45 with 1 agent left to get. No last stand mission yet. I will update this message until the last one shows. I got nothing starting week 32.

It sucks.

I only have left one keystone before the final tower, but I missed Celestine (my 10th agent) any tips to force her quest to show her?

The tree factions are dangerously near the final part of the Clockwork doom.

Don't worry about the Doomsday Clock. If it reaches full, you need to play a mission to reset it to the last point for that faction. During that mission, no other factions may advance. It is a tedious and lengthy mission but not too hard with fully build agents. What difficulty are you on?

First playthrough on Survivor, now I'm on easy, any way to force her recruiting quest?

Beyond the tips in this thread, no. For what it is worth, I think you need to be on Survivor to get 10 agents to unlock. But I might be wrong.

Difficulty does not matter. I had to play through multiple campaigns before I finally got my tenth recruit to finally show up, and when they did it was on an easy run.

Thank you for your confirmation and proving me wrong Remeki. I think that might be worth adding to the solution itself.

FYI, with the latest update, this now unlocks if your 10th recruit is a DLC character. I'm still missing Purnima, but it unlocked for me when I got Isaac, a free DLC character they released.

I can confirm the comment by @Iceblu26 - I never got more than 9 agents (including Isaac) and eventually got so frustrated by this that I bought the Nocturne DLC. Cost £6, but the achievement unlocked.

I think this only works if you're already on 9 agents recruited, as the recruitment mission appears immediately when the DLC is bought. I got Isaac for the first time as my 6th agent, and still only ended up with 9 agents after 50 weeks, so he presumably replaced one of the other agents who would have appeared later.

This chievo is broken: the final mission has been available for more than 20 weeks and I'm still waiting to see Fedir, Purnima or the Alexandrite anywhere. And I will not buy any DLC!

The Alexandrite (agent 10) finally popped after I cleared the keystone mission in Eastern Sahara while one of the preparatory missions for the Nicastro heist (my last one) was still active in this area.
For this easy playthrough, I did the tutorial again, all agents appeared in the same order as my previous campaign but this time, I finished the heist I was on before even looking for the next one.
Also, after agent 7 (Célestine) popped at week 25 on the West Coast, I had to skip to week 26 for agent 8 (Purnima) to pop in South-Eastern Asia : if I did any mission, she wouldn't appear for some reason and I tried more than once...
As for agent 9 (Fedir) he popped when I cleared the Crossroad Beacon in Northern America around week 40.
