How to unlock the The Best of the Worst achievement in The Lamplighters League - Definitive Guide
This will be more informative/personal experience versus an actual guide. But I saved this achievement for last, mainly because the other achievements can be a distraction (e.g. sacrificing a member mission for a heist/breakpoint mission/upgrade items).
I played fully through 3-4x and realized that I could never get more than 6-7 members during the active storyline. However, I did notice that once the tower mission (point of no return) was active, member missions started to populate once more. My recommendation for those attempting this:
1. Create a Custom Game
2. Skip Tutorial and Choose Characters that you are comfortable with (One of each typing helps)
3. Lower the threat clock difficulty/combat difficulty/phenomena setting to the lowest for ease in time management.
4. While playing, there will be times where you are stuck trying to discover locations or nothing will be available and can't do much for this achievement. During the down times, I focused on the following:
- Progressing the Story. Depending on your skill level, I skipped the Heist Prep Missions and went straight to the Heist. There was plenty of time to do one or two of you are struggling.
- Reducing a factions Doomsday Clock who was about to reach a breakpoint
- Saved my Breakpoint Missions for the last possible chance I could get before the faction made it to the next breakpoint. For example, Strum and Marteau have more Breakpoints that are closer together versus Nicastro. This means, once you discovered Nicastros Breakpoint mission, you can let Nicastro be for a bit before having to send them back a lot of points.
- If All factions are equal in footing and none are about to hit a breakpoint, I focused on doing a mission that would either grant me an Intel item OR that will greatly effect any faction (this is annotated by the anticipated change color turning brownish versus less white).
5. Don't forget to search for Intel within missions as well as sending extra members to missions with Intel as an award. Always do the optional objective if it awards Intel. You will need a total of 28 pieces of Intel to get the game to generate the "point of no return".
- 10x for member discovery missions
- 6x for Keystone Location Discovery Missions
- 6x for Breakpoint Discovery Mission
- 6x for Heist Location Missions
I think that is everything that I kept in mind. This is also RNG based so best of luck on getting the members for those attempting this. It took me anywhere between 32-36 weeks before all the missions populated and that's getting lucky with Intel items.

If you have trouble getting your one or two last agents and experience many weeks without any of those random solo missions to unlock recruiting missions popping up, then there is a specific reason for it: You have already unlocked another special mission that uses a standard regional map in the region where that last agent's mission is supposed to appear. This prevents the recruit search from appearing until that other special mission is done. Unlockable special missions that use standard maps include the three keystone missions, the three optional missions to destroy crossroads nodes and the optional preparation missions for the heists.
I don't know whether agents always appear in the same region or whether it is randomized for every new game, but apparently they all do appear in a specific region and the solo mission to unlock the recruitment mission won't pop up as long as that spot on the map is already "occupied". I discovered this during a regular adventure game when I had 9 agents and didn't get new agent missions for more than ten weeks, but after I cleared a keystone mission in egypt that had been sitting there for the whole time, because I was busy doing the heists first and doing missions for pushing back enemy progress in between, the intel mission to scout for the last agent immediately popped up in egypt.
In conclusion, to get your recruiting done faster, don't unlock too many of the special story missions in the early game at once. As long as you still have two or three unfinished special missions on the map, don't do more spyglass solo missions, send your solo agents gather resources instead (and of course recruiting intel if available) and leave them at home if only spyglass missions are available in one week.
I personally don't recommend creating a custom difficulty game for getting this achievement, it can be done on adventure difficulty, no need to have a third lengthy playthrough.
