This achievement requires you unlock all the skills on any single agent at your disposal. Depending on the agent, this will take a different amount of skill points (SP) as not all skill trees are equal among the 10 different agents.
Having played the tutorial, you will have access to Lateef, Ingrid, and Eddie to choose from and all of them require the same number of skill points. However, no need to worry as sill points are gained from every mission and can be spent on freely between agents.
You need to buy:
The Hold Your Temper achievement in The Lamplighters League worth 147 pointsUnlock a Tempered Weapon
for more information on the Tempered Weapon skill.
In total, this boils down to 75 skill points and 1 Seric Steel.
Tips: Get at least one additional agent as you may come across a supply mission, requiring only one agent be assigned, which will net skill points.
