It may differ for everyone’s play-throughs (if someone can clarify), however when gaining access to the world map you are given a mandatory assignment between choosing a recruitment mission between Ana Sofia and Celestine. Upon clearing the mission (ensure you make contact during mission) you will have successfully recruited Ana Sofia to your party.

Yes, it's always those two for the first mandatory recruitment option. You can later unlock the one that you didn't pick like you can unlock all the other agents.
I recommend to always chose Ana Sofia first, since her buffing abilities and her iconic heal, which fully heals the whole party AND recharges their iconic abilities is very useful in just about any team combination. Celestine is a weak damage dealer and trickster who mostly relies on dealing stress and poison damage and can charm a single enemy to temporarily fight on your team with her iconic ability. She isn't all bad, but she is way more niche and overall more effective in the late game, when you fight very tough enemies who can tank a lot of bullets and can actually be defeated easier by inflicting stress.
