This achievement is *MISSABLE*
DO NOT go past the point of no return BEFORE you have fully upgraded your character as the Tattooist will disappear once you have gone past the point of no return. The game will warn you and specifically ask you if you would like to go past the point of no return so just don't do it. Everything else seems to be able to be found in post game.
I have no idea what was the purpose of having the Tattoist disappear in the end game since it doesn't really add much to the story.
If you still need Ink to level up your character, areas on the map highlighted in red will indicate that there is either Ink to collect from enemies or items to find.

I have all 13 tattoos purchased, but no achievement. Is there something more?
