If doing everything you should have more than enough to upgrade everything, but later in the game Harry does give you a discount for the shop so you could just upgrade things you use early then wait for the added discount to buy the rest saving you a lot of money

I’ve got all equipment you can purchase at the Shop maxed out, all weapons at the blacksmith maxed and still not popped. Any suggestions?

Scratch that, just pressed right again and realised I hadn't upgraded the kogai pin lmao, 1000g, game done

This is only for the items in the shop. I had 2 weapon upgrades left when it popped.

Just popped this having never upgraded any weapons at the blacksmith, the only things i upgraded were the items in the shop (Miracle Water, Stoneplate Device, Smoke Bomb, Flashlight & Kogai Pin)

Worked for me as truest wizzle describes. This is just the upgrades in Harry's shop not the blacksmith downstairs. Also I don't think this is missable achievement. if you continue game after ending you still have access to Harry's shop unlike the Tattooist.

you need to upgrade the Miracle Water, Stoneplate Device, Smoke Bomb, Flashlight, and Kogai Pin.

Note: my first save soft locked and i was unable to get book of languages and i started a second save. it is possible that across the two games i also upgraded all blacksmith upgrades.
