You fight Lord Laddak at the end of The Junas Ministry. You will get to a point where you see the checkpoint and statue that restores focus and you will see Lisa. The next room is the fight with Lord Laddak. Do not proceed if you want 100% completion. If you beat him here you wont be able to get a good amount of achievements. Only proceed when you only have the ending and boss achievements left.
