This is the final boss of the Federal Inquisition area. After beating the two Winged Pale Laments, head on until you get Hermann's office key. After getting that, you can head to the Inquisition Inner Sanctum, save, and head directly right to open the door to face Dr. Ridley Hermann. I believe this was the boss in the demo. He has two phases so be ready. After beating him you will get the achievement and you can progress to get the Gravitational Ring and meet Annabella. You can send her to the Manor and she will begin selling healing and other items. She's located on the first floor right side of the manor.
