You will need to defeat two of these in the Federal Inquisition area of the game on your way to get the Hermann's office key to get to the final boss of this area. You will fight these two directly to the left of the Inquisition Inner Sanctum save room. When you start, they will crawl up from the bottom of the screen. Just try to single out one of them and kill it first. Then go after the second one.
