You get this in the Drowned Crypt area. After beating the boss of the area Edwynn, The Shadowscourge Horror the room you fight him in will collapse when you beat him. You will get the Grappling Hook at the bottom. You will need it to get back to the top of the room. When you see the little Silver Faces on the edge of platforms, you can get close to them and press 
and it will pull you up to the platform. Remember this room as it has one of the corrupt doors you need to come back to later when you have the four family crests.
