How to unlock the Welcome to Wakefield! achievement in The Last Kids on Earth and the Staff of Doom - Definitive Guide
Around the town square, the NPCs will sometimes have a blue speech bubble over their head; these are the secondary quests
Most are fetch quests or arena quests, and some are locked behind other quests
After defeating the boss for the area (Scrapken), all of these quests can be taken from the NPCs and can be done before moving to district 2
On the map screen () you can select individual quests, once accepted, to be guided to the objective(s) and the fast travel map (the worm) will show you which section of the district they are. You can accept up to 3 secondary quests
The Town Square is a relatively simple and small map, and I suggest doing a small tour around the market, treehouse, cafeteria, workshop, treehouse and the four exit points on each visit to see what's available and learn the NPC locations. Skaelka can easily be missed. She is directly north of the market and in the parking lot to the right of Chef, between Chef and the top right exit
As far as I am aware, none of the quests are missable (I did them as I went, but many quests were unavailable until after beating the final boss for the first time)
Let it be noted that the blue speech bubble (and by extension the mission guide/blue line) only appears above the NPC linked to the active quest, but quests can still be started/handed in by approaching the appropriate NPC and pressing RB regardless

Also, just to add, you have to change the character you are controlling to unlock more side missions. i got to District 4 with the same character thinking it was bugged. but once i hit level 20 and changed, loads of side missions popped up!

I did a whole playthrough using just Dirk (for the 5000 spins achievement) and can confirm this is not the case. However, if you have an active side quest already or you have just handed in a quest with the same character, the indicator above the NPCs won't be present but the side quests will still activate as normal when approached and tapping RB
