More than likely you will unlock this achievement far after you have completed the main storyline. The game continues after this event and you will be able to continue sending volunteers across the various regions. Make sure you're stocked up on weapons and ammo. Killing special zombies nets you a bigger chunk of xp so try to take down as many as you can along the way. I was on my 3rd/4th run after the main storyline finished where I was able to reach Level 100. Keep in mind I ended up dying way too much on silly traps and getting stuck so you might reach it faster.

How do you tell your level? I dont even notice if I am gaining xp for kills. Thanks

There should be a little bar on the top right corner. Whenever you get a kill it will move to the right. The levels are pretty consistent so you will need about the same amount of xp for each level. But no specific numbers are even shown.
