If you think you have used way more than 25 antiviral shots but the achievement still hasn't been unlocked then try this method out. Simply start a new save and begin the game again. For some reason exiting out the game and then continuing after will cause the game to not track certain things in the game. Once you start a new save simply tally every time you use an antiviral shot. You get a new one with each new volunteer so simply use, kill your survivor, and repeat. I had to use the shot about 12 more times on my second save before this achievement unlocked. Meaning in my first session when it kept track of the shots I had used it 13 times already.
This game can be a bit buggy with achievements but this method is how I managed to unlock it after it was acting glitchy. Hope this helps you guys out!
