How to unlock the Rank: Veteran achievement in The Last Stand: Aftermath - Definitive Guide

More than likely you will unlock this achievement far after you have completed the main storyline. The game continues after this event and you will be able to continue sending volunteers across the various regions. Make sure you're stocked up on weapons and ammo. Killing special zombies nets you a bigger chunk of xp so try to take down as many as you can along the way. I was on my 3rd/4th run after the main storyline finished where I was able to reach Level 100. Keep in mind I ended up dying way too much on silly traps and getting stuck so you might reach it faster.

How do you tell your level? I dont even notice if I am gaining xp for kills. Thanks

There should be a little bar on the top right corner. Whenever you get a kill it will move to the right. The levels are pretty consistent so you will need about the same amount of xp for each level. But no specific numbers are even shown.

Xp is based on kills solely. As said the special enemies yield more. There's a perk which boosts xp gain, max it out asap. There's also a mutation that boosts xp but getting it is random. End game difficulty modifiers do not affect xp. Xp requirements between levels do not change; leveling feels very slow early on.

I did a fair bit of stealthing which got me past the hordes of enemies in story missions but this ended up backfiring as I needed to straight up grind some 40+ levels after finishing everything else.
