After beating the final boss, backtrack all the way to the start of the game (the screen with the white Osaka sign and the sushi stall) Torataro will be by the sushi stall. Beat him to unlock the achivement. I spammed the whirlwind kick (jump and press Y at highest jump height)to easily beat him.
