I was able to unlock this in chapter 2. You may be able to unlock it before you head into the sewer in chapter 1, but this was the earliest I saw the option to travel to this area.
At this stage you are able to access Hokumon Cho by heading to the right from the starting point, where you can revisit past levels (you'll pass a tea station, just keep going). Head right from there, and interact
with the group of people you come across. Then just sit and wait for the achievement to pop... it takes a while!
