There are only three blade upgrades sold by Master Long in Minato Cho and they are available if you can afford them. From memory:
The first is 98 Yen
The second is 202 Yen
The third (the Demon Slayer) is 594 Yen
You can relive memories to play through levels and earn more money (which you'll probably have to do anyway to find all the collectables) and there are also default bonuses to extra money you'll unlock by finding those collectables (e.g. extra money dropped on pickpocketing enemies, not dropping any money when you die, etc.).

Master Long in Minato Cho sells weapon upgrades. Just keep buying these and the final upgrade is the Demon Slayer.
I didn't get quite enough money in a normal playthrough. But you can speak to Wu Lutian in Eiraku Cho to replay memories and raise funds; the enemies in the Military Factory are easy to defeat and have decent drops.
