Story related and cannot be missed.

Metalbeard is located in the Harmony City level, follow the very simple quests and after helping the ice-cream seller, return back to Metalbeard to give him the ice-cream which will unlock his character.

This is story related and cannot be missed. This unlocks in Chapter 4, 'Harmony City'. After giving Superman his smoothie from Lex, climb the mountain side after him. You'll find MetalBeard so talk to him and find him his Tahitian ice cream. You'll need to build a sprinkler with the builder on the fire.
