You get this achievement when you reach Syspocalypstar and do the tutorial missions. To even get there, you have to beat the first level of the game (Apocalypseburg level) and collect 12 purple bricks to unlock the gate to access other locations (which means you'll have to do some extra exploring and/or doing some extra side missions).
Once you get to Syspocalypstar, just follow the markers and do what you're told to do (help a guy build his store.... and you're almost there).

The first mission of the second level will ask you to buy an object from the shop, Emmet’s house for 1,000 studs. This will unlock the trophy and will also unlock every other shops in the other levels.

This is story related and cannot be missed. Once you build the shop in your first visit to Syspocalypstar, they are unlocked on every world you visit. After speaking to Tempo, you will be prompted to purchase the plans to build Emmet's House for 1,000 studs. Once you do, the achievement will unlock.
