The game is a bit buggy as I have completed all of the levels but this achievement hasn't popped. I would suggest re-playing the level in free play and it should pop, if not re-do the level in story mode.
Many of the Lego games have this issue. I find that if you actually "quit" the game when you return to the Xbox dashboard, and load the game up fully each time you play it they have more success in popping rather than the "quick resume" method.
