How to unlock the The Special People In Your Life achievement in The LEGO Movie Videogame - Definitive Guide

To unlock all the characters you must simply complete all the levels in the game. Form there I suggest going to Cloud Cuckoo Land (Hub) and doing the puzzle on the right side area with picture swapping to get a 6X or going to Octan Tower (Hub) and doing the spinning wheel for 8X. Then from there redo levels to get large sums and then buy the characters.
Or,
You can replay the bonus room getting about 1 Million studs per play and unlocking all the character rather quickly, though it may be tedious to replay the same area though quite simple.

I had finished the game and had either purchased all of the characters that I found in each of the worlds or purchased them by selecting the slot in the character select screen. The achievement would not pop for me. I went through and made each character my active character thinking maybe something was just stuck. Still no joy. Here's how I finally got the achievement to pop:
Go to the Left side of the Police station in Bricksburg and put in the following codes:
Rage Unikitty - 6LK78NN9
Blacktron Fan - 6LKMNDHR
Johnny Thunder - 6LK3FRL6
Robo Pilot - 6LK3RRY4

Then hit the menu button, select extras and the first option is enter code. Select that. Enter
Vitruvius (Young) - BC2XJ5

As soon as I did that, the achievement popped and I was 100% completely done with the game. Good luck!

There are a total of 96 characters in the game that you must acquire for the trophy to unlock. A fair amount of them will be given to you as you play through the game but the rest you will have to purchase. You can purchase all the characters from the character select screen, you do not have to go running around looking for them. Most of the characters are fairly cheap with only two costing 1 million each. After purchasing a few red brick multipliers you will have more than enough money to buy your remaining characters.

That's probably the 1st thing you want to do first after completing the story so you won't have too much trouble when looking for the remaining collectibles.

Not sure if there is an easiest/fastest way, but since some characters needs 1,000,000 or 500,000 studs to be purchased.
I used the "Bonus level" to collect the studs quickly. I used Superman to fly over the remain and focus on the blue/purple studs and collect the rest on the go.
You will quickly achieve 1,000,000 stud in one shot since there is a gold brick for that.
The room is not too big and easy to collect if you use superman.
Once you collected all, just unlock any characters that you want. Then go to another world like Wild west and then come back to the bonus level to get the studs back.
After 3-4 run, I was able to unlock all.

Focus on unlocking at first: CaveMan, President Business and Lord business as you will need them to be able to collect red bricks.

The characters can be purchased via the various hubs, and you must have completed the game to be able to purchase them all.

Below are some codes you may want to use to help you on your way, although many come naturally and you will have more than enough money whilst going for the completion.

All 96 characters are unlocked through Story Mode, but you will need to purchase about 75% of them. After completing Story Mode, if you are still short on studs, go ahead and search for a couple of Red Brick multipliers so you can amass a generous stud count. You need 8,940,000 studs total to acquire everyone. I would recommend first purchasing characters that are helpful for other achievements and attaining the Red Bricks. They can be purchased directly from the character grid in a hub. Just select a blacked out character and press to purchase. Once you purchase all 96, the achievement will unlock.
