Didn't popped even though the game is at 100% completed, anyone can help or had the same problem?

Tornado of Creation Builds are unlocked as you play through the story. There are 24 of these located throughout Ninjago City and are represented by a yellow tornado icon on the mini-map. Make your way to the icon to talk to the character. Each build costs a certain amount of studs. You will need approximately 4 million studs to build everything.

For each build completed you earn a gold brick. Complete all 24 to unlock this achievement.

Note: Keep in mind that when you choose to build any Tornado of Creation Builds, the stud amount gets deducted from your total in the True Ninja Rank meter. Therefore, it will take that much longer to unlock “Master of Collection” if you continue to build. As a result, you are going to have to collect more studs than you really need to. It is recommended that you do not purchase any Tornado of Creation Builds until after you’ve unlocked “Master of Collection”.

It is better to do this after reaching level 20 of collecting coins. Since, after purchasing something for further pumping, the spent coins will have to be collected first.
