seems buggy as is story related, not missable but i didnt get it first time.
However, doing continue after the end credits and replaying the end sequence unlocked both cheevos (this and Arthur)...

When you're back in control of Lily after the creature spits you up onto land, simply walk up the path to meet Bugsy and unlock the achievement.
