This is the first story achievement in the 3rd episode, Crossroads Elegy.
After leaving the house and getting to the barn, you'll leave the barn for the community center. You can use your map to guide you there. Head east out of the barn, then north on the road. You should see the smoke in front of the center. This will pop once you're outside.
