This is the second story mission you should unlock, as you cannot progress further into the Mines of Moria without first breaking down a dirt wall with a Steel Pickaxe!
After entering the Elven Quarter, you have to progress to the other side of the area from where you first entered to find the first Great Forge. After dealing with the enemies, you will see there are 3 missing pieces to the forge that you have to find around the area and place in their respective spots.
After doing so, the Great Forge will fire up, allowing you to create Steel Ingots and the Steel Pickaxe.
The Steel Pickaxe requires 3 Steel Ingots, 4 Elven Wood, and 1 Hide.
