This achievement is story related and is not missable!
Start a new game with a Campaign map (not sure if any of the achievements are possible in Sandbox), travel through the tunnels until you reach Aric the bird, who gives you instructions and back story. Up ahead and to the right a bit, you'll find a base to repair and simple missions to learn the game.
As you continue through the rooms, you'll eventually come to a big dirt wall that you break down to find a scroll on another doorway blocked by wood planks. Destroy these planks and you'll find the Elven Quarter on the other side!
