After you enter the Mines of Moria, you'll likely spend a good amount of time exploring the area and gathering resources. At some point, you'll find a blue area on your map/minimap that is the location of a big crane/lift that needs to be repaired. After you repair the lift, you will slowly make your way down the Crystal Descent to find yourself in the Lower Deeps!
The lift requires 15 Black Diamonds, 20 Elven Wood, and 30 Natural Fibers.
This will likely be the first issue you have with progression, as the Black Diamonds were hard to come by in my original playthrough. To find Black Diamonds, I urge you to check the Orcish Chests in the small Goblin/Orc camps around the area (you first find these camps in the Elven Quarter). If you haven't figured out how to get the keys yet, you have to break down the flag/banner in the center of these camps in order to get the key to drop. These chests have a chance of containing Black Diamonds.
***NOTE: If you're having a hard time getting enough Black Diamonds, you can actually start a new game and farm them there, and bring the materials back to your main world! Your resources/items that your character has on their person carries between worlds!
Elven Wood is fairly easy to come by, just break down trees in the Elven Quarter!
Natural Fiber is also easy to come by, just look around the areas with spiders (but the fibers pop up in other places throughout).
