In order to unlock the recipes for the rare Helmets (and Shields) in the game, you have to find and place all of the Statue Carvings for each of the regions.
You'll come across the carvings (and altar where you place them) early on in the game, in the room directly after the first base that the game has you repair.
In each major region, there will be an area to pick up these carvings and place them on an altar. It's important to note where these altars are as you play through the game, so that you can go back and place the carvings if you don't have them already handy!
The rare Helmets are:
Trapper Hat - 1 Iron Ingot, 5 Hide Scraps (crafted in Workbench)
Longbottom Hat - 1 Steel Ingot, 3 Hide (crafted in Workbench)
Miner's Helmet - 2 Iron Ingots, 2 Cloth Scraps, 5 Cave Honey (Crafted in Workbench)
Last Alliance Helmet - 2 Khazad Steel Ingots, 1 Fine Leather
Dimrill Helmet - 1 Khazad Steel Ingot, 1 Leather, 1 Scales
*Crested Helmet* (Was not needed, added in new update) - 2 Steel Ingots and 3 Hide
