You will get this achievement as soon as you reach Level 20. For me, this happened towards the end of my first playthrough on Normal, part way through Urgost's Lair.
The best way I found of gaining XP was building big chains in Heroic Mode. Pay attention to the critical hit indicators (arrows above an enemies head that turn yellow when you are within range) and take advantage of them with your Y attack. Once in Heroic Mode, dual-wielding is quite effective as it effectively doubles your streak.
