When you will be investigating the 2nd floor of Niwa building looking for Sadness, You will reach the room, where the bathroom door will be closed. Look throug a small hole in the door. After short cutscene door will open. In idę inspect filled Bath, drain it out. Razor is at the bottom.

During the moth Niwa hotel resort section, you'll have to drop down a level to use Out of Body to reach a bathroom to acquire the razor.

Not too long after meeting Sadness for the first time at the Niwa Resort, you'll have to jump down a hole in the floor to reach a well-lit room (this is where the 1st Memory Shard for Puzzling Out the Past
is located). Head outside and use Spirit-World Marianne to cross over a narrow ledge and go into the next room. There is a door you can interact with on the left side of the room. Do so, and then interact with the Bathtub inside the room. This is where you'll find the Razor Blade.
