Finished the game and this achievement hasn't unlocked for me. Either buggy or missable.

Maybe start a new save and get to that point again and see if it unlocks for you

Unlocked second time around upon reaching the front door of the building. 😀

Once you exit the collapsed tunnel area, continue following the road until you reach a parking lot. Head to the entrance until you hear a ringing telephone.
