Quarble is a character who appears when the player dies.
After your first death there will be a short introduction where it is mentioned that after death, Quarble will follow the player for a short while and steal newly collected time shards.
Simply die at any point to unlock the achievement. Note that this does then invalidate the "No Argument Here" achievement for making it to and beating the Quill of Queens without dying.

I recommend doing this after earning No Argument Here for defeating the Queen of Quills with no deaths otherwise you'll have to wait until New Game+ to get it.

If you unlock this achievement before defeating the Queen of Quills, your game auto-saves when you meet Quarble and voids the No Argument Here achievement.
If you've defeated the Queen of Quills, exit the Marsh and enter the Searing Crags. Enter The Shop or trigger an auto-save outside and then go die. Press "A" or "Space bar" to continue and you'll be outside The Shop and introduced to Quarble.
