How to unlock the Sunk Cost achievement in The Messenger - Definitive Guide

The money sink is located in the shop in the picnic panic dlc.
I'm not exactly sure at what point it appears, it could be there from the beginning but I was near the end when I personally noticed it.
Edit: Tophertanium has reported the money sink appeared in the main game after purchasing all upgrades and before even starting the dlc.
It appears on the left hand side near the jukebox, press up on it and this will start a conversation with the shop keeper. He will explain you need a money wrench to unclog the sink.
The money wrench is located in the tower of time on the base game island so it is advisable to finish the dlc before going for this achievement. You can return to the base game island at any point however the game warns you that you will need restart the dlc if you go back to it.
The wrench itself is on the far right screen of the tower of time near the entrance to the challenge room.
There is a tool station to the left of the screen, press up on it.
The blue robe in the room will explain the money wrench is his favourite tool and it will cost you all the time shards you currently have ( I had over 6k)
Once you make this transaction head back to the shop through the screen to your left. Press up on the sink to unclog it and gain access to the craftmans corner and unlock the achievement.

Can't say for sure exactly, the game states it will start you back at the beginning of the level which I assume is the boat ride and the fish boss fight, I would imagine it doesn't wipe your progress such as feather/mask collection though. I missed a feather on the initial boat section so had to go back to it and fight the fish boss again, the dlc is annoying like that apparently and you definitely don't want to fight the totem pole boss again, he's a real pain.

The money sink appeared for me after I had purchased all of the upgrades. I haven’t started the DLC yet because I haven’t finished the main story.

The Money Wrench can be purchased during the final stages of the game. In my experience, as soon as you see the sink show up when you're questing for the musical notes, interact with it to learn about the clogged drain. Once you've been told about the sink's history, go over to the right side of the Tower of Time HQ and you'll be able to interact with the Money Wrench by the entrance in the background. Make sure you've purchased all your upgrades before buy the wrench because The Artificer will sell it to you at a convenient price of all your available time shards.
You'll see the wrench right by The Messenger's head in this picture.
Once you have the Money Wrench you'll need to interact with the sink again and finally unclog the drain, but breaking the wrench in the process. Interact with the sink again to travel to The Craftman's Corner where The Iron Hood has a shop.
