Power Seals are the main collectables of the game and they're scattered around all the areas of the game. 
There are 55 of them and they're not so hard to find, as you can buy some power-ups that will show the positions of the power seals on the maps. 

Unfortunately, you have to find the way by yourself and also, you have to be able to "beat" the platform parts leading to each one. Some of them are quite easy, while others will need a bit of practice to be able to reach them.

After completing the main story, you will have access to a map, and you can buy hints about finding medals from the shopkeeper.

To return to the Tower of Time and collect the remaining seals there, go up and talk to the council member in the room on the right side of the base.

The shopkeeper is pumping up an upgrade (column on the right) that displays the temporary gates and the location of the seals on the map.
