There are a total of five snipers in "Follow Freeman!" (chapter 11) that you must kill. (I say this plainly because there are a lot of conflicting reports out there.) These are the only five you must kill. No other snipers in any other level matter. You'll know you get them when they fall out the window (and the blue line disappears).
1) Leave the building at the beginning of the level and turn left. As you walk down the street, you'll see a blue line in a building ahead of you. Use a grenade or the SMG alt-fire to kill him.
2) As you turn right, before you enter the building, there's one ahead of you that's a bit hard to reach. Aim your grenade above the window and it should kill him.
Now enter the building through the blue door on the left.
3) After the watery basement, you'll go up stairs into a ruined building. On the left, a sniper will fire at you from across the street. Kill him.
4) Go around the fire and upstairs. There is another sniper on the left across the street. Throw a grenade and kill him.
5) Further down the building, there is one more blue line across the street. Throw a grenade and kill him. The achievement will pop instantly.

Although alot of people say the snipers outside Ravenholm must be defeated that is NOT true.
I started the chapter "Follow Freeman" as a new game and killed only the snipers I saw in that chapter for this achievement to unlock.
So, start up "Follow Freeman" and find those blue lines. Blue line=Sinper, there should be a total of 5. Kill EVERY sniper you see BEFORE moving on, you wont be able to backtrack to kill the snipers if you move on.
You can use grenades to kill them, but I found the Secondary fire with the SMG alot easier.
If you find yourself running out of ammo you can use a cheat to refill it. But in order to get the secondary ammo you MUST have 1 secondary ammo left.
Also, make sure you are holding the gravity gun with the gun you need ammo for as your quickchange for this to work.
Refill Ammo Cheat: Y, B, A, X, RB, Y, X, A, B, RB.
Also if you are having trouble killing the snipers because you can't get a shot off and they keep hitting you there is an invincibility cheat that will keep the bullets from damaging you and give you time to line up your shot.
Invincibility Cheat: LB, UP, RB, UP, LB, LB, UP, RB, RB, UP.
Cheats will NOT disable achievements, so don't worry about using these.

This is ok video for this. Just start "Follow Freeman!" map and kill 5 snipers.

You can easily find these guys from the blue laser their gun emites. Just kill them anyway possible. This is pretty much story related. Just lob a grenade in the windows.
