This is a story related achievement in Aticitizen One. At one point in the chapter several rebels will be pulling down a monitor. Once they're done with that, the rebels ask if they can hang around with you. Achievement unlocked.

In the chapter Anticitizen One, you'll begin to gain controll of rebels for your squad. You should have a total of 4 when you meet up with the group that pulls down the monitor and that's when it unlocks.
