You should encounter this in the canals. As you make your way through, it wil constantly pursue and harass you. Eventually you should arrive in a big open area next to a dam. Once here unload everything you have in your gun into the helicopter and eventually go down, just be aware it drops a huge amount of mines from time to time.

It is not right after you get the mounted boat gun. It is a little while later. You chase it away right after obtaining the gun by damaging it, but you get to destroy it later.

At the end of Water Hazard, there will be a little battle with a chopper circling around. Just keep shooting it with the airboat's machine gun and avoid the little bombs. When it finally blows up, you will get this one.
