Story achivement.
When you get to the town of Little Odessa in Half-Life² it is attacked by a combine gunship. Fight your way to the lighthouse and get the rocket launcher. Use it to shoot down the gunship. This will also contribute to the One Man Army achievement.

Little Odessa does not have a lighthouse - that is quite a bit further on in this chapter. You get given the launcher in the basement of LO and head to the roof to take out the gunship. So much wrong with this description.

This is story related, When you get to Little Odessa Cubbage will be giving a talk on how the rocket launcher works. He then gives you one. Don't use it until the actual gunship arrives, not on the dropships.
Tips on using the Rocket Launcher.
Try to wait until it stops moving its easier that way. You can use the laser on the launchher to move the missile around as well.
