If, like me, you found no n-ray weapons OR mods up to reading this however, this is for you;
Shortly after Phineas' lab is raided, making it the second to last mission in the game, you are tasked with going into his normally sealed off lab section after a brief fight.
In his room, Phins Phorce, a light machine gun with n-ray as its damage, is sitting plainly on a desk.
I put it on, saved my game, went to Tartarus, the games final location, and used it exclusively to kill the enemies in my way. The gun, with its 53x3 damage, always seemed to effect my enemies, and doing relatively high damage to organics, lead to a quick, easy 20 kills.
Note, I kept firing until they died, I didnt wait to see if n-way acted like poison. Supposedly its like Slag from Borderlands, only increasing damage to more n-ray as opposed to other damage types.
I hope this helps! I hunted for ages but either RNG was unkind, or I missed getting this earlier.

^ that's why I didn't bother buying those mods. The damage decrease wasn't worth the bits. I would encourage everyone to just follow this guide and wait until the end.

Actually there is a Legendary N-ray weapon called Purpleberry Launcher.
It's on Monarch in the Cascadia area. With your back to the bridge between the docking area of Cascadia and facing the gate*, you can see a fallen down sign with purple neon letters. To the right of that sign is a ladder. Once there you'll have to lockpick a door with a difficulty level of 55 and some magpicks. Right ahead the weapon will be displayed laying in a sink.
*depending on the story progression the gate can be sealed and might require a key to open, however you can also approach the site from a different side. Do know that the town is infested with maurauders and the landing pad with a lot of raptidons (even two raptidon bosses)
You then need to kill 20 enemies with this weapon while it's effect is active.
Note:
-You don't want to stand too close because otherwise you'll be affected as well.
-The amount of enemies reset to your last save but the achievement tracker will be frozen at your 'high score'.
-I am unsure if you need to turn the enemies to ash for this to count. I do know it will NOT count for your plasma ash achievement.
Alternative methods of obtaining an N-ray weapon:
-On the bridge itself is an elevator that will take you down to a boss enemy that wields an N-ray scythe. I'm not sure if you can always loot it from his body though
-Use the vending machines to get a N-ray mod. These cost 8000 bits (6200 with the related Perk) and are extremely rare and I believe only start appearing from level 15+. I don't recommend this at all, but just in case keep on the lookout and always have the bits ready for it. I put the mod on my Light Machine Gun mark 2 and tinkered it a bit and now it's overpowered.
-Use the science weapon: Prismatic Hammer and swing till your hearts content. This however requires even more luck because you might get the kill with a different damage type.
Ergo the Purpleberry is a good bet for this achievement

I got the weapon after having beaten the game, tinkered the gun, and traveled to Stellar Bay to finish the plasma achievement. After that was over, I mopped up the remaining citizens with the gun. Watching them run around like chickens with their heads cut off was hilarious.

After you pick up the purpleberry launcher, as you walk away from that room look directly across to nearest building - enter same & head to 2nd floor where you can use workbench to tinker your new launcher (if you have the bits and are so inclined). Whether you are at this location for the first time or this is a return trip, plenty of enemies in the area.
Save your game, choose your targets & try to hit all enemies with your N-ray weapon at least once, then kill them all. Check the achievement for total kills, save game (in new slot), then reload your previous save, rinse & repeat until achievement trips.
Note:
if you have tinkered weapon high enough, you can easily kill them using only N-rays (and without any help from companions). That's what I did (using tinkered 383 dps Purpleberry Launcher, and making my companions "hold" passive to keep them out of fight).
Save your game, choose your targets & try to hit all enemies with your N-ray weapon at least once, then kill them all. Check the achievement for total kills, save game (in new slot), then reload your previous save, rinse & repeat until achievement trips.
Note:

- You can use the "Mag-2-Ray" Magazine Mod on a weapon of choice to turn it into an N-Ray weapon
- When you shoot an enemy with this it causes a periodical pink blast causing damage each time and turns them into ash if it finishes off the enemy.
- As for the achievement you can just kill them after they are infected any way you want seeming how the description is worded. So you don't have to turn them into ash for the kills to count unlike the Plasma kills for the We All Fall Down Achievement
One trick that helps with all of the "do this X amount of times" cheevs...use the SAVE feature to RELOAD SAVES helping you grind those out easier. *However people have said that it can cause the tracker to stop going up...so if this happens, try saving after you do one run, SAVE on a new file, then RELOAD the old one. Rinse & Repeat.

I did this achievement by applying the N-ray mod on a companions weapon. Allowing them to apply the debuff, and quickly killing each affected enemy.
In this video guide I will show you how to kill 20 enemies that were infected by spreading N-rays. Now first things first. If you started your character right off the bat with increasing the intelligence and perception attributes. The damage will for weapons will be greater. Also making this achievement easier. Another way to make this easier would be to put points into the ranged category under skills. Not to mention there are some perks called: Scanner and Revenge for increased damage to help out. Also your companions have some perks to help. Nyoka and Parvati both have the perk called: Fine Aim for increased ranged damage.
Now a little insight on the weapons. If you look at the DPS color, it will be pink. Indicating N-ray damage. If you can't find a N-ray weapon, you can always mod one to make it N-ray. Go to your workbench on your ship or wherever. Then go into the weapon you want to use under modify. Next hit RT to go into the magazine types. If you have one it will be called: Mag-2-Ray. Make sure to put that on to start working on the achievement.

Towards the end of the game, if you chose the good boy route and skip the Hope to Terra 2, Phineas' lab gets raided by the board. As mentioned above, the N-Ray damage type is fairly rare to find on weapons. The first you'll come across is likely in Cascadia on Monarch (such as Purpleberry Launch or The Candy Cane), and there's a great one in Phineas' Lab that you can get right near the end of the game. Hitting enemies with these weapons can cause them to become infected, and they will then spread the effect to nearby enemies. It almost always takes effect, so essentially you just need to kill 20 enemies with an N-Ray weapon. Bear in mind, enemies can die before getting infected though, so don't worry if it doesn't track on every kill.

You don’t have to bother with purchasing a module, but rather find a ready-made weapon. A purple "Jock" installation with a "Mag-2-Luch" module can be found in Cascadia in a house next to the broken "Bottling Plant" sign. You need to go up the stairs, open the door and in the back room in the sink - voila!!!

You can also find an assault rifle with n-rays in Phineas's room, which you will definitely need to get to along his quest line
