Important to note you dont need to be level 20 or 40. You can just crouch up to an enemy, use time dilation. And shoot them in the dick. If they fall to the ground you know you did it right

You need the ability; or a weapon that allows you to view them. I used Ol Reliable and made a dummy save and blasted people in Groundbreaker and reloaded my save when I was done; while knocking out other grindy achievements. I was unable to make any progress without the ability. It literally enables advanced status effects. I highly encourage you to just get level 20 in any ranged category & blast groins. It’s a fast grind once you start,

In this video guide I will show you how to hit 30 enemies in the groin during tactical time dilation. To use TTD you hit the RB button to start the slow motion. Next hover over an enemy to see the "weaken" effect pop up. Some creatures have these as well, but humans it's much easier on. Once you shoot them you will know you got it by their reaction. They will bend over in pain and stagger a bit.
There are some perks that will make the TTD duration longer and regenerate faster. So keep an eye out for those to make it easier. Also some companions have some similar skills, Parvati in particular has one.
A very important note when going for certain achievements in this game. This achievement might not count if you try it on the same exact enemy. I know for certain killing the same one for weapon achievements will not count. So keep this in mind.

This worked for me before installing dlc but on the final update patch on series x.
Set to story difficulty for easiest path to this achievement. (Unless u can't cause you are trying to get difficulty achievements)
Go to edgewater with a automatic weapon.
Find a group of marauders outside the city.
Kill them.
Then just find a dead body and shoot em in the ding dong when in time dilation.
I was able to get the same body on the ground to fill me to 30.
No save abuse needed.
