How to unlock the Upgrades Available achievement in The Outer Worlds - Definitive Guide
The description implies that applying mods also counts towards this but it never did for me. Once you get your science skill to 20 you will be able to upgrade the level of your weapons and armor at any workbench, the first upgrade costs around 50 bits at the start of the game and will double in cost every time. If you want to knock this out as fast as possible upgrade every piece of gear you find once, before dismantling/selling it.

Just to add that 'Tinkering' for me is the only thing adding to progression for me. Also pressing X to sell all junk at vendors helps with bits (money). Cheers.

Same here. Mods never worked for me. I tried tinkering on my ship’s workstation, then reloading a save and doing it again. It stopped tracking after that.
I then went to another world and used a workstation there. Started tracking again, but only for tinkering, not mods.

If you want to get this out of the way fast, save up around 2.000 bits and wait until you got around 30 weapons and/or armor pieces in your inventory. Go over to a workbench once you hit at least 20 points in science.
Save your game, go to workbench and upgrade every weapon and/or armor piece until you've done it 30 times. Reload your save after unlocking the achievement to keep all your money.

The achievement unlocks after you use a workbench to improve weapons, armor, and helmets 30 times. You improve these items in two ways through tinkering and modification at a workbench. There are many workbenches in the game like the one on your ship. Once you find other workbenches, they will appear on the map designated with a tool item and are easy to keep track of. Approach any workbench and press . This brings up the workbench screen.
The two tabs to the left are modify and tinker. Choose the improvement by going to the appropriate tab. Select whether to improve weapons or armor & helmets by toggling either or . Tinkering requires spending bits (cash). Modifying applies a valid modification kit for the item assuming you have one in inventory. Once the count of the combination of tinkers and mods reaches, the achievement will pop.
I recommend you use the console's achievement tracker to monitor progress towards the achievement. This is because there have been reports of improvements not counting especially mods. Press on the controller & tab to Achievements depicted by the controller icon and press . If the achievement tracker is off, turn it on by pressing . HIghlight this achievement and press . Select, "Add to favorites." This moves the achievement up the precedence list and makes it easier check.
The achievement should unlock through normal gameplay. It is unlikely one would play through the game without making at least 30 improvements to weapons and equipment.
If you want to get the achievement out of the way early in the game, return to your ship after picking up an assortment of about a dozen weapons, armor, & helmets. Go to the workbench and tinker each one 2-3 times. The tinkering cost is very cheap the first few times but increases exponentially the more times you tinker a certain item. When you make your 30th improvement, the achievement will pop. Load the auto-save that was created when you entered the ship so you can recover the cash you squandered making frivolous improvements. Continue your game.

Using a workbench, upgrade or install a mod on 30 different weapons. You can use a bunch of low-level crap items that you don't even want to get this done quickly and cheaply, though you'll likely be improving most of your gear as you play, so it should come naturally along the way. Workbenches are located in basically every location of the game, even most hostile areas.
This has to be done via a workbench. Luckily, The Unreliable has it's very own workbench to help out. Every planet seems to have at least three also.
Mods can be dropped by enemies, such as Marauders, looted from crates or brought from vendors.
Be careful, if you want to change the mod on weapon, it'll destroy the one currently installed.
Armour can also be modded. A set of armour can have up to four different styles of mod active at once. Some weapons can only have one (normally Melee, Pistols and Snipers) and others can have two active, a standard mod and an effect, such as corrosion or flames.
The tinker is very important to do on the weapons you love and worling towards other trophies will unlock this naturally as they tend to be easier with more damage.
Tinker cost bits, so make sure you have enough for the weapon you want to keep up to date. Weapons can only be upgraded via this way upto five levels above the current player level, so the game blocks them off if they get too strong.

You don't need 30 modifiers.
You need to insert at least 1 modifier, then improve (work) this equipment several times - a total of 30 improvements on different things.

Oddly enough, modifications did not count for me, only leveling up using the “Work” option.

We go to the workbench, select the “Work” tab and raise the damage of the weapon of your choice for bits... I recommend pumping up the damage of scientific weapons, because... The initial damage of this weapon is very small...
