I believe the patch means you can return and do side/companion missions after landing in Tartarus now.

I managed to get from 25% of the way through level 28 to level 30 in the final mission. I had to kill everyone including any allies that showed up to help. I managed to get to level 29 and 75% of the way to 30 by the time I got to the objective. When I interacted with them, I got 79K xp which pushed me over the edge and unlocked my achievement as the final cutscenes played.
Also I did this solo with no companions, try unlocking all the door you can too for extra XP.

The achievement is unlocked when you reach level 30 during a single playthrough. It is missable because it is easy to get to the point of no return well before level 30.
