Trying to workout if this glitch unlocked or subway and downtown achievements are supposed to be that close together ?

Yeah, they unlock a little earlier in a couple levels, I’m not sure why but it seems to be consistent for players.

Yeah Downtown unlocked for me just a couple of minutes after leaving the Subway train - literally just a few screens later, just after entering the sewer / storm drain, and doing the Green and White puzzle with the hatched lines on the door, where you put one sign on top of the other.

Unlocked super early for me too.
It happened like this: Day 1, I stopped after getting the Subway achievement.
Day 2: Resumed game, which placed me in the subway train control room. Walked out of there and through just a handful of signs that were around street level. Then when the signs progressed into the sewers and I first used the mechanic of placing a sign on top of another, to walk through a door-hole, the 'Downtown' achievement unlocked.
