Once you have got the crowbar from between 'Shannon's Easy Discount' and 'Shadowbox Antiques' stores, go East past the school, and you'll be able to pry away some wooden boards covering a front door which has grey pots in front of the entrance. Go inside and interact with the yellow electrical cable in front of you to unlock this achievement.
