This is a story-based achievement. After you've gone to sleep after meeting the alien and being told he needs copper, go back to the main street, and on top of a dumpster between 'Shannon's Easy Discount' and 'Shadowbox Antiques' the crowbar/prybar will be able to be picked up for this achievement.
