Get the oars from the cripple outside the field hospital.

2 of 3 injured soldiers did not work for me. I had to reload the save and get 3 of 3 soldiers to vote yes in order to unlock the achievement.

I had to get three of three soldiers outside the field hospital to vote yes for this to unlock, it did not work when only two of three voted yes.
When you first gain control of the player character at the beginning of the game take the scissors from the hanging corpse at the far left of the screen. After you talk to Immortal John and end up at the boat, interact with the pile of clothes next to the wrestling men to get the socks. Next to the field hospital outside the doors there are three soldiers waiting for the doctor.
The resting knight is on top with his head in a woman's lap. Speak to him first to find out about his injuries. Once the conversation is over use the scissors on him.
The reticent knight is in the middle. Speak to him to learn about his injuries and then interact with your hand icon to pat him on the head.
The reclining knight is leaning on the door. Speak to him to find out about his injuries and then use the socks on him.
Once you have done all of these things to "cure" the knights, speak to the cripple and ask if you can have his oars. He will put it up to a vote and all three soldiers will vote yes. Once that's done you'll get the oars for the boatman and the achievement will unlock.
