This achievement is at the beginning of the game. Simply get through the three mandatory conversations (You can skip talking to the Violinist and Baroness. To end the conversation with the Professor quicker, mash
.) and walk to the bar in the Saloon (in the third car). Examine the butterscotch and then take them. Then examine them once more to gain the option to "Look Behind the Bar".
Once behind the bar, you'll find the notepad, scissors and drawer, but for this achievement you're not interested in those. What you are interested in is the radio, all the way to the right. Examine it, then turn it on to get the achievement.

Chapter 1
On the train, you will enter a carriage with a man reading a newspaper on the left side of this carriage is a breakfast bar. Walk near the window of the bar and press A to look behind the bar. Now use the Right thumbstick to scroll through the items and you will see an icon to turn the radio on. Do so and the achievement will unlock.

After speaking with the two women (the author and her companion), continue forward until you reach the bar on the left side of the train car. Go behind it and when prompted turn the radio on, the achievement will pop after the radio starts playing. Simple as that.
