Quite simple actually. At first I thought you needed to build 100 "AI Hubs" under the defense tab but this is not at all the case.
One "AI Hub" building provides your base 4 "AI cores" so simply building 25 AI Hubs or upgrade a few of them will net you this easy achievement. On the top right near your resources, the white square is your AI Cores. Keep building/upgrading until this exceeds 100.
This should come naturally with base expansion as you'll either upgrade or build new AI Hubs.

Easiest to do in a custom game where you can set the building time and cost to 1%.
