Best place to do this is on the campaign mission early in the campaign that requires you to locate a titanium deposit in the volcanic biome. The first mission objective is to cover 50% of the map with radar coverage. Once the objective is complete you should only have to place 2-3 additional radars to gain the achievement.

Radars must be built on cold tiles near the cryo plants. The game eludes powering the radars will be difficult but it is not. Build 3 wind generators per radar station to power it. If the buildings are touching you don't have to worry about a power node.
