In order to get this naturally, play the Campaign, it will naturally send you to all 4 biomes for resources.
Note you can build a base (an Outpost) even on a mission that you don’t need to return to. However you’re limited as to how many you can have based on your Headquarters level.
The four biomes are:
Jungle (main Campaign base)
Lava (Titanium)
Desert (Uranium)
Acid (Palladium)
Once you construct a final Outpost it’ll pop (for me the final one was Acid, but it could have easily been Lava or Desert).

You should mention that it specifically asks you to build an outpost in the mission. If you build it in a biome before being asked to make a permanent outpost that one will NOT count towards it. (First time you are sent to a new biome you are asked to do different tasks such as scout it out or fulfill a another goal of sorts)
