How to unlock the Liberator of France achievement in The Saboteur - Definitive Guide
This pops for you once you complete the main game but only if you've done all of the secondary quests throughout the game (as indicated by having the initials of the person giving you the quest be in black instead of gold), as well as the one optional race right before the end of the game.
Do all of that, finish off (spoiler!) at the (spoiler!) and POP, 110 points once the credits finish rolling.
The secondary objectives can also be completed after the main storyline has been finished (credit to the Mr BUDDHA KING).

What if I do the side missions after the end of the game? Can I still get the chievo?

To inspire the people of France, complete every secondary mission and country race on the game map. They are the GREY lettered mission icons. Once one of these missions is completed, there will be a cut-scene where colour is returned to that section of the city, if it has not already. Complete all the secondary missions across all the areas of the map, and win both of the country races (flag icons) to get this trophy.
You do not have to complete these missions to complete the main story (GOLD icons). So leave them till after you finish that up. Also, I used them as save points while working through the ambient freeplay events.
See Guerrilla Warfare for more information.

This achievement requires you to complete every mission in the game. Missions are noted by initials on the map (they can be gold, signaling a story mission, or grey, signaling a side mission). Once you’ve completed all of them, you’ll restore color to Paris and earn his achievement along with “Northern Command”, “Southern Command” and “Western Command”.

The map in the game is divided into several areas, in order to complete this achievement, you need to go through the plot of the game and not all, but most of the side tasks (that is, sabotage), the zone is considered liberated when everything around becomes colorful, green and cheerful, instead of a dark atmosphere with red flags and swastikas, the liberation of the territory is shown in a small cut-scene; anyone who wishes can view a map of the area from the game menu by clicking , it indicates a dark (unreleased zone) and a light (released zone).
Ps There are 2 zones on the map that will always be dark from the beginning to the end of the game, these are the Saarbrücken and Doppelsig locations in the upper right corner of the map, don’t worry, they should remain dark, this will not affect the achievement.
